This issue of The Voice was published over two weeks after the racial uprising in July 1964. It features a special “In Council” section that describes a proclamation from the City Manager, Porter Homer, regarding the emergency declared, curfew put into effect, and other resolutions made by the city on July 26, 1964. A small note was added by Mr. Coles stating that the next issue will give the “what, where, when” facts of the event.
